In order to participate in the Emergency Fodder Transportation program, all vehicles must be pre-registered with the VFF and transportation costs will only be reimbursed by government for those who are registered with the VFF and issued with a consignment notice during a declared natural disaster. 

There are some expectations for drivers:
Drivers need to give a date and general time they intend to get to the fireground.
Drivers may have to wait considerable time to get a CFA escort.
All entry to firegrounds in Walwa, Ravenswood, Streatham and Longwood firegrounds can expect to need an escort.
Consignments may have to join a convoy at a set time and place. If they miss the convoy, the fodder can’t enter on that day.
Access and convoys may be cancelled on the day due to unacceptable and sudden risk.
